A common-mode voltage controller for adjusting a common-mode voltage between, for example, two circuit blocks without influencing the band of a transmission signal but with system stability comprises a first reference voltage generator which generates a common-mode voltage corresponding to one buffer in a signal transmission circuit, a second reference voltage generator which generates a common-mode voltage corresponding to a buffer at the subsequent or preceding stage of the one buffer, and a control signal generator which generates a signal for controlling the common-mode voltage of the one buffer according to the difference between the outputs of the two reference voltage generators and provides the signal to the one buffer and the first reference voltage generator.
