PROBLEM TO BE SOLVED: To enhance the constructibility and accuracy of a base-course improving material in the improvement of a base course of a railroad and a road. SOLUTION: In this base-course improving material 13 for use, a surface of a base material is colored in a fluorescent color (mainly in yellow-based, orange-based and red-based colors) different from that of base-course soil. This enables the material 13 to be clearly distinguished from the base-course soil, and enhances the constructibility and accuracy of the material 13. A food dye, a pigment, a paint, a dye and the like are used as a coloring agent. A method, in which a base material composed mainly of bentonite is coated with the coloring agent or in which the coloring agent is kneaded into the base material composed mainly of bentonite, is employed as a coloring method.
