PROBLEM TO BE SOLVED: To provide a process cartridge and an image forming apparatus, constituted so that components below a lubricant coating device and the inside of the apparatus are prevented from being soiled to ensure high quality. SOLUTION: The lubricant coating device 20 arranged on downstream side of a cleaning device 14 which cleans an image carrier 5, in the direction of movement of the image carrier 5, is included. The lubricant coating device 20 includes: a lubricant coating member 21 that applies a lubricant 22 to the image carrier 5 by rotating; and a leveling member 23 that firmly presses the applied lubricant, thereby spreading it.
