PROBLEM TO BE SOLVED: To provide a minute bubble generator capable of generating a large number of minute bubbles of small diameters without substantial modification of the current structure and a minute bubble circulation system incorporated with the generator. SOLUTION: The minute bubble generator 10 has a mixing container 1 including a space 12 for mixing a gas introduced from a gas introduction tube 11 and a liquid introduced from a liquid introduction tube 13 and a discharge tube 14 discharging the gas-liquid mixture produced in the space 12 out of the generator. In the mixing container 1, a rotating flow of the liquid is generated, which divides the gas to produce minute bubbles.
