PROBLEM TO BE SOLVED: To provide a communication system, a communication restricting method, and a communication restricting program that reduce a bad reputation that a caller has and urges the caller to disconnect an outgoing call when avoiding a direct answer to a termination request. SOLUTION: A special information service means 15 which transmits a termination restriction message including information showing that a direct answer is currently avoided as much as possible for termination currently in communication, the start time and end time or continuance of termination restriction, and information representing the reason why the termination restriction is currently imposed on an origination-side terminal 11, and continues a termination tone from a reception-side communication terminal 12 until the origination side disconnects the outgoing call is provided on a network 4. The origination-side terminal 11 does not disconnect the call and the termination-source terminal 12 continues the sounding of the termination sound to inform the user of the termination source that the origination-side terminal 11 is a terminal of high importance or emergency.
