PROBLEM TO BE SOLVED: To provide a buffer stop block capable of giving sufficient strength without being contracted by compressive force of a concrete to a cylindrical section without incurring the remarkable increase of a cost and surely making the shaft section of a fixed pile penetrate through the cylindrical section. SOLUTION: A storage section 1 is formed of a resin as a raw material, at the same time, the cylindrical section 3 is formed of a metal as a raw material, and the upper end section 31 of the cylindrical section 3 is fixed to a hole section 16 of the bottom of the storage section 1 to constitute a through-hole member 10. The concrete is poured into a form in a state to place the through-hole member 10 in a predetermined position in the form, and the concrete is solidified to mold the butter stop block 20. A head section 41 of the fixed pile 4 is stored in the storage section 1 in the through-hole member 10, and the buffer stop block 20 is fixed to a predetermined position in a floor surface 50 of a garage in a state to penetrate the shaft section 42 of the fixed pile 4 through the cylindrical section 3.
