PROBLEM TO BE SOLVED: To provide a screen printing device which obtain a flat film without deflect by inhibiting generation of open cell and which can smoothly perform a printing operation and a screen mesh release operation, and to provide a method and an apparatus of manufacturing an illuminating device using this kind of screen printing device. SOLUTION: The screen printing device performs a printing operation which arranges a screening mesh 51 above a substrate 200 arranged on a base, and performs pattern printing of the application material by a squeegee 53, and a release operation for releasing the screening mesh 51 from the substrate 200 after the printing operation.
