PROBLEM TO BE SOLVED: To provide an image reading apparatus which is capable of improving the development efficiency of hardware and software of a control board, and reducing a total development cost. SOLUTION: A first control means 1501 is installed in a specific unit 1001, a second control means 1003 is installed in a matching unit 1002, and a memory means 1004 that is nonvolatile is installed to which a writing can be performed by the first control means. The matching unit comprises a reference clock generating means 1006 whose oscillation frequency can be changed, a data reading means which is configured so as to read out data that is read out from the memory means at arbitrary thinning rate, and a motor clock generation means which generates a motor clock for driving an optical motor by a combination of a frequency of the reference clock outputted from the reference clock generating means and the thinning rate set in the data reading means.
