PROBLEM TO BE SOLVED: To provide a coating film exhibiting excellent antistaticity and proton conductivity and high durability such as water-resistance while keeping the performance of protein-nonadsorbing property, etc., of a polymer having a phosphoric acid ester group and provide a substrate provided with the coating film and a method for producing the substrate. SOLUTION: The coating film and the coated substrate provided with the coating film having a dissolution rate of≤50% to a specific aqueous medium is obtained by contacting a substrate with a coating liquid containing a polymer having a phosphoric acid ester group and heat-treating the obtained film having phosphoric acid ester group at 200-450°C. The production method contains (A) a step to prepare a coating liquid containing a polymer having a phosphoric acid ester group, (B) a step to form a film having a phosphoric acid ester group by contacting the coating liquid with a substrate and (C) a step to heat the formed film at 200-450°C for 1 sec to 30 min.
