A selective call system of a PSTN(Public Switched Telephone Network) telephone and a VoIP(Voice over Internet Protocol) telephone is provided to allow a user to perform phone conversation through a VoIP phone service at a low cost by using an existing PSTN phone service terminal without requiring a head set, a speaker, or a microphone at a VoIP phone service terminal or without having to attach a VoIP dedicated phone. A PSTN phone service terminal(100) provides a PSTN phone service. A VoIP phone service terminal(120) provides a VoIP phone service. A call controller(110) is connected with the PSTN phone service terminal(100), a PSTN phone line, and the VoIP phone service terminal(120) and controls so that a user can perform phone conversation by selectively using a PSTN phone service or a VoIP phone service according to power inputted from the VoIP phone service terminal(120) or a PSTN phone service use command.
