<P>PROBLEM TO BE SOLVED: To provide a light-emitting device which is provided with a light reflection layer having high light reflection rate and suppressing decrease in a reflection rate due to corrosion and has improved light extraction rate. <P>SOLUTION: This light-emitting device is provided with a substrate 2 having a wiring pattern 5 and having a silver mirror plating layer 9 formed on a predetermined region including the wiring pattern 5. The plating layer 9 as the light reflection layer is formed on a region other than an Au pad terminal 7 portion for chip connection on the main surface of the substrate 2. A frame material 13 having a housing portion 13a and provided with an opening 13b for light emission is arranged on the substrate 2. An LED chip 1 used as a light-emitting element is housed in the housing portion 13a of the frame member 13, and the LED chip 1 is mounted on the substrate 2.
