The complex for authorized issue of household energy carrier, counting device for that complex and the device for energy carrier closing relates to measurement technique. The complex includes a measuring unit placed in the case containing a computing machine connected to energy carrier counting device, reader-devices for reception of chip cards, temperature sensors and energy carrier pressure, self-contained power supply, rf modem and a device for covering energy carrier flow electrically connected to reverser drive mechanism. The inlet and outlet fittings include a hermetic housing with the cover with inlet and outlet fittings placed in it where in the channel between them a counter working element is mounted connected to roller calculating unit as well as a pulse former, no contacting converter being mounted over a low-order position roller of the calculating unit and exiting pulse signal elements are placed on the outer face of this roller. The device for energy flow covering contains the reverse drive mechanism, output shaft being connected to the locking unit equipped with cross-shaped stop nut. The sides of one of cylinders are made as fittings and in the cavity of other cylinder a locking unit as locking muff with the walls is tightly conjugated with cross-shaped stop nut. The complex provides independence and improvement of control over using energy carrier.
