PROBLEM TO BE SOLVED: To provide a device for detecting an unauthorized account use, a data collection apparatus, and a program for detecting the unauthorized account use in an early stage. SOLUTION: The device 6 includes a use quantity relevant value information receiving part 11 and a detection part 12. The use quantity relevant value information receiving part 11 receives use quantity relevant value information from a management part 3. The management part 3 manages a predetermined account. The predetermined account is used for transmitting data from a plurality of data transmitters 2 through a public line network to a data collection apparatus 5. The use quantity relevant information is related to a use quantity relevant value. The use quantity relevant value is related to the use quantity of the public line network 4 using the account.
