PROBLEM TO BE SOLVED: To provide an optimum target material sensing element for detecting trace of a target material in samples, and to provide a target material sensing method using it, and a detecting device and a kit therefor. SOLUTION: This element is provided with a substrate, a structure arranged on the surface of the substrate by using metals in seclusion, and a target material capture allocated on surface of the structure to detect a target material utilizing localized plasmon resonance, where the above structure is designed as at least two metal layers are laminated with non-conductive layer in between.
