PROBLEM TO BE SOLVED: To provide a new, safe and effective bleaching agent, and an external preparation for the skin exhibiting excellent bleaching effects on the skin. SOLUTION: The bleaching agent, in detail, having a melanin formation-inhibiting activity and having the excellent bleaching effects contains a pine seed oil as an active ingredient. The external preparation for the skin contains the bleaching agent formulated therewith, and has the effects such as prevention and amelioration of pigmentation after sunburn, blotch, freckle, liver spot or the like.
