<p><P>PROBLEM TO BE SOLVED: To determine the skill level of an operator, in accordance with the content of the operation. <P>SOLUTION: The system for determining skill level collects the actual number of products for a certain period of time by the actual production collecting section 40, and collects the number of products decided as being defective by a quality information collecting section 41. A standard work time DB 20 stores a standard work time for each operation process, and a processing section 50 calculates the work skill level of each operator for a certain period of time by multiplying the standard work time of operation process done by each operator with the difference made, by subtracting the number of the defects made by each operator from the number of each model produced by each operator.
