PROBLEM TO BE SOLVED: To provide a paper pipe manufacturing device and a paper pipe cutting method for suppressing occurrence of paper dust when a paper pipe is cut and a cutting blade 51 bites into the paper pipe 7. SOLUTION: In this paper pipe manufacturing method for cutting the paper pipe 7 fed out continuously from a mandrel 2 to a cutting core shaft 6 by pressing the cutting blade 51 moving integrally with the cutting core shaft 6 against the paper pipe 7, the cutting core shaft 6 and the cutting blade 51 are not rotated, a contact roller 41 arranged in parallel with the cutting core shaft 6 is applied to the paper pipe 7 on the cutting core shaft 6, and the cutting blade 51 is pressed against the cutting core shaft 6 while rotating it forcedly.
