PROBLEM TO BE SOLVED: To provide a film cutting device which is smaller in parts count than a conventional film cutting device, and has a simplified structure. SOLUTION: The film cutting device 300 is formed of: a carrying mechanism 330 for carrying a release paper 310 from a rolled IC inlet roll 320 which includes the release paper 310 and IC inlets 410 continuously stuck to the release paper; a support stand 340 for supporting the release paper carried thereto, on an upper surface thereof; and an upper blade portion 350 for cutting the release paper corresponding to the respective IC inlets, in cooperation with the support stand 340. In the film cutting device, the upper blade portion has suction mechanisms 351, 360 formed on a lower surface thereof, for sucking the respective IC inlets, and the upper blade portion is vertically movable.
