PROBLEM TO BE SOLVED: To perform highly reliable charging operation by continuing switching operation stably and surely for charging even under particular conditions. SOLUTION: A battery 12, a switching element 14 and a resistor 26 for detecting electric current are provided to the primary side of a transformer 10, and a rectifying diode 18 and capacitor 20 for accumulating electric power are provided to the secondary side of the transformer 10. Normally, the switching on/off of the switching element 14 is repeated, corresponding to the output signals U1, U2 of both comparators 28, 30. In a case when the switching element 14 continues to be switched on/off over a predetermined time due to some reason, the auxiliary sequence of a logic part (a timer 46 in particular) within a control logic 42 forcedly reverses the state of the switching element 14.
