A wireless communication system, a transmitter, and a receiver are provided to shorten the time required for handover processing by carrying out handover every data stream without the necessity of performing disposal, re-transmission, transmission of data. A wireless communication system that transmits a plurality of streams to a receiving device from a transmitting device having a plurality of antennas comprises a transmitting unit, a receiving unit, a measurement unit, and a switching unit. The transmitting unit, installed at the transmitting device, transmits a plurality of streams. The receiving unit, installed at the receiving device, receives the streams transmitted from the transmitting unit. The measurement unit measures the reception power of each stream transmitted from the transmitting unit. The switching unit performs handover every stream according to the measurement result.
