PROBLEM TO BE SOLVED: To provide a transmission power control method enabling an E-HICH to certainly arrive at a mobile station UE even in an SHO state, and to provide a mobile communication system. SOLUTION: This transmission power control method has processes, when the mobile station is in a soft handover state between a first cell and a second cell, in which a radio network control station notifies one or a plurality of radio stations each managing the first cell and the second cell about an offset between the transmission power of an acknowledgement channel and the transmission power of a dedicated physical channel, in which the first cell decides the transmission power of a first acknowledgement channel on the basis of the offset, and transmits the first acknowledgement channel to the mobile station at the decided transmission power, and in which the second cell decides the transmission power of a second acknowledgement channel on the basis of the offset, and transmits the second acknowledgement channel to the mobile station at the decided transmission power.
