PROBLEM TO BE SOLVED: To provide a photocatalyst capable of developing a photocatalytic function in a visible light region. SOLUTION: A precursor is prepared by subjecting zinc oxide (ZnO) and a nitrogen source or a sulfur source to mechanochemical treatment and heat-treated to dope zinc oxide (ZnO) with nitrogen (N) or sulfur (S). By this method, the photocatalyst having a structure represented by the formula: ZnO<SB>1-x</SB>S<SB>x</SB>(0.001≤x≤0.3) or ZnO<SB>1-x</SB>N<SB>x</SB>(0.001≤x≤0.3) is obtained.
