PROBLEM TO BE SOLVED: To provide a paper processing device capable of sufficiently discharging cut trash even if peculiarity is put on a cut edge of the cut trash. SOLUTION: The paper processing device for at least cutting the paper while conveying the paper 100 is provided with a conveying means for conveying every one sheet of the paper; a cutting means provided on the midway of a conveying route constituted by the conveying means and cutting the paper in a conveying direction; a cut trash discharge means for discharging the cut trash X1 of the paper generated by cutting by the cutting means to the outside of the conveying route; a drive means for driving the conveying means and the cutting means; a movement means for moving the cut trash discharging means in a direction perpendicular to the conveying direction; a movement control means for controlling so as to move the cut trash discharge means to a position where the cut trash X1 is generated and to a position near the cut edge 111 upwardly peculiarity-applied by a blade of the cutting means of the cut edges 111, 112 at both sides of the cut trash X1.
