<P>PROBLEM TO BE SOLVED: To collect minute customer taste information by measuring purchase action of a customer in a store by use of an electronic tag. <P>SOLUTION: A purchase action information collection means 11 writes time information when a commodity returns from a hand of the customer into the electronic tag attached to each the commodity, produces purchase action information on the basis of the time information written in each the electronic tag, and stores it into a purchase action information DB 17. A customer characteristic information collection means 12 collects inputted customer characteristic information, and stores it into a customer characteristic information DB 19.
