A plasma display panel having a dielectric layer with groove formed thereon, and a manufacturing method thereof are provided to decrease a discharge voltage by thinning a dielectric layer corresponding to opposite distal ends of each sustain electrode. A plasma display panel includes a substrate(10), a pair of sustain electrodes(11) formed on the substrate and spaced apart from each other, a pair of bus electrodes(12) formed on the sustain electrodes, and a dielectric layer(13) formed on the substrate to enclose the sustain electrodes and the bus electrodes. A pair of grooves(14,15) are formed on the dielectric layer corresponding to a distal end of each sustain electrode. Each groove has a width of 1/2 or less of a distance from one distal end of the sustain electrode to opposite distal end of the sustain electrode.
