<P>PROBLEM TO BE SOLVED: To provide an in-vehicle system for determining a fog, which precisely determines the fog, based on an image being photographed by an in-vehicle camera. <P>SOLUTION: In steps (S310, S320), a road region on which a vehicle travels, is determined in the image being photographed by the in-vehicle camera, and intensity median values of a far road surface region Df being far from the vehicle at a prescribed distance in the road region, and a near road surface region Ds being a region near the vehicle in the road region are determined respectively. In a step (S330), an intensity value of the sky in the image is determined, and in a step (S340), relative intensity values of the intensity median value of the far road surface region Df are calculated, which respectively represent relative magnitudes to the intensity median value of the near road surface region Ds and the intensity value of the sky.
