<P>PROBLEM TO BE SOLVED: To enable a clerk to increase the number of cashier staffs to take measures such as opening spare cash registers in an early stage in checkout congestion. <P>SOLUTION: Shopping carts C1, C2, C3 to CL with communication equipment communicate with base stations BS1, BS2, BS3 and BS4 installed in a store. A server 3 successively measures reception levels received from the shopping carts C1, C2, C3 to Cl with communication equipment, and refers to an area level file 6 and a stand-by area table 8 to detect the locations of the respective shopping carts C1, C2, C3 to CL.
