An optical sheet and a manufacturing method thereof are provided to exactly spread a desired amount of particles without dissolving the particles and to secure good light diffusivity and transmissitivity of the optical sheet. In an optical sheet manufacturing method for forming an optical diffusion layer(15) by spreading an optical diffusion solution containing a binder and organic particles with the weight average particle diameter below 100mum, on a base material(12): a T/I value of the optical diffusion solution is 2.0~4.5, and the optical diffusion solution contains a particle sedimentation preventing agent and has surface tension below 25N/m and viscosity of 10~200mPaÀs and a fluorine surfactant made from a copolymer.
