A system and a method for providing an additional service based on terminal authentication are provided to enable a member terminal to easily use the additional service by making an Internet provider perform an additional service authentication procedure in substitute for the user terminal while the Internet provider manages ID, password, MAC(Media Access Control) address, serial number, and service information of the member terminal. A terminal management server(270) generates/manages a member terminal for the active member terminal and provides the additional service. A web server selects an authentication selection webpage to the member terminal and informs a control server(240) of authentication selected through the authentication selection webpage. The control server determines a service policy based on the member profile if the authentication selected by the member terminal is received and controls provision of the additional service of the terminal management server by providing the determined service policy to the terminal management server. An IAMS(Internet Account Management System)(280) calculates a service charge of the additional service provided to the member terminal.
