A stand for an LCD TV monitor is provided to firmly support the LCD TV monitor, freely adjust its angle, simplify configuration of a hinge device and prevent eccentric abrasion, thereby improving productivity, reliability and life time of a device. In a stand for an LCD TV(Liquid Crystal Display Television) monitor, a hinge device(200) comprises the followings: a stand base(100) placed on a table; a bracket(300) to which the LCD TV monitor is fixed; an stator(210) fixed to the stand base(100) in order to connect the stand base(100) with the bracket(300); a rotor(220) which is rotatably combined in an upper part of the stator(210) and to which the bracket(300) is fixed; a shaft which passes through and combined with the rotor(220); a torque member which is inserted into the shaft and placed between the shaft and the stator(210); and a nut for fastening the shaft. The hinge device includes a surface contact disc washer as the torque member. The surface contact disc washer comprises the followings: a smooth disc part on which a through hole is formed for surface contact with the other party; and an inclined flange which has a slope and is formed in the fringe of the smooth disc part.
