PROBLEM TO BE SOLVED: To provide a cooling device of a water-cooled internal combustion engine in which the inside of a water jacket is partitioned into an upper part and a lower part by easily inserting a partition member into the water jacket. SOLUTION: This cooling device comprises the partition member 4 partitioning the inside of the water jacket 5 around a cylinder bore in a cylinder block 1 into the upper part 5a and the lower part 5b. A cooling water larger in quantity than that at the lower part 5b of the water jacket flows at the upper part 5a of the water jacket partitioned by the partition member 4. The partition member 4 is formed of an elastic body. The partition member 4 is held by a separate holding member 7 facing downward from a part of a cylinder head gasket 3 interposed between the cylinder block 1 and the cylinder head 2.
