<P>PROBLEM TO BE SOLVED: To support by objective data to a person in a position managing a project by exhibiting measures to risk predicted with generation on the basis of similarity to a situation of the project stored as a history. <P>SOLUTION: A similarity decision part 4 performs decision of a high-similarity project, a high-similarity situation in the project, and high-similarity risk to each piece of data stored as history data from properties (a development period, a scale, the number of persons, skill of a development member, and restriction of a place or the like) or a situation (scheduled man-hours, results man-hours, product results, and the number of occurring failures or the like) of the project.
