A DC-DC converter and a control method thereof, and a switching regulator and a control method thereof are provided to reduce power consumption by comprising a first regulator outputting a first voltage to a first port and a second regulator outputting a second voltage to a second port. A first port and a second port are connected to both sides of a load. A first regulator(10) flows a current toward the load from the first port, and outputs a first voltage to the first port. A second regulator(20) flows a current toward the second port from the load, and outputs a second voltage higher than a reference voltage and lower than the first voltage to the second port. The second regulator is a switching regulator, and includes a main inductor, a main switch(FET3) and a rectifier circuit(FET4).
