A fluid shutoff valve is provided to prevent fluid hammer instantaneously generated when the valve is shut or opened. A fluid shutoff valve includes a valve body(210), and a housing(220), a diaphragm, a piston(230), and a cylinder(221). An introduction opening through which a fluid is introduced and a discharge opening through which the fluid is discharged are formed in the valve body. The housing is installed at an upper portion of the valve body to guide operation of a plunger and close an upper portion of the valve body. The diaphragm is installed between the valve body and the housing and is deformed up and down. The piston is inserted into a central portion of the diaphragm and is moved in connection with the diaphragm. The cylinder is installed at the central part of the housing to firmly surround the piston and guide the piston up and down.
