PROBLEM TO BE SOLVED: To simply manufacture an optical element of a desired property. SOLUTION: It was found that the refractivity of a first liquid 44 can be changed by changing the mixing ratio of the carbon black to mix with the first liquid 44 to make the transmissivity of the first liquid 44 lower than a second liquid 46. In other words, the first liquid 44 and the second liquid 46 are prepared to have substantially equal specific gravity, and the refractivity of the first liquid 44 is adjusted by changing the amount of the carbon black to mix with it.
