<P>PROBLEM TO BE SOLVED: To reuse an information recording medium while securing security. <P>SOLUTION: A rewritable film is attached to an IC card, and a rewritable film printing part 23 rewrites the face print items of the IC card. As for the write information in an IC chip, an IC rewriting part 24 changes the information of a person himself whose identity should be provided. When preparing an identification card, the rewritable film printing part 23 performs face print on the IC card, and simultaneously the writing of data in the IC chip by the IC rewriting part 24 and notification to an IC card relevant system such as an entering/leaving system by a notification part 28 is performed. Also, when returning the identification card, a rewritable film print part 23 erases the face print, and simultaneously the data erasures of the IC chip by the IC rewriting part 24 and notification to the relevant system by the communication part 28 is performed.
