An apparatus and a method for recovering an image by removing a noise from frequency image information are provided to carry out low-pass filtering in JPEG(Joint Photographic Coding Experts Group) frequency information which is image information on a frequency domain, thereby removing a noise from the image information, compressed by a JPEG method, efficiently and quickly. Frequency image information is subjected to entropy decoding. The decoded frequency image information is dequantized(S110). The dequantized frequency image information is subjected to low-pass filtering and thereby a noise is removed from the dequantized frequency image information(S120). The low-pass filtered frequency image information is converted into spatial image information and thereby recovered(S130). The low-pass filtered frequency image information is converted by IDCT(Inverse Discrete Cosine Transform). |
