A method and an apparatus for requesting resources for uplink traffic and scheduling a packet in a mobile communication system are provided to achieve optimum uplink scheduling by making a mobile terminal request resources in consideration of a traffic characteristic and making a base station execute scheduling according to the traffic characteristic. A packet scheduling apparatus(10) comprises a scheduler(11) and a storage part(12). The scheduler(11), executing scheduling for the session with a specific mobile terminal according to a determined scheduling method, is composed of the first through fourth schedulers(111-114). The first scheduler(111) executes scheduling according to a PF(Periodic- interval Fixed-size) scheduling method. The second scheduler(112) performs scheduling according to a PV(Periodic-interval Variable-size) scheduling method. The third scheduler(113) executes scheduling according to a PQ(Periodic Query) scheduling method. The fourth scheduler(114) carries out scheduling according to a BE(Best Effort) scheduling method. The storage part(12) stores scheduling information for sessions with mobile terminals.
