A sealing member and a manufacturing method are provided to suppress generation of out-gassing from the sealing member by increasing an out-gassing efficiency of the sealing member. A sealing member includes a body(310) containing a glass flit, and a volatile substance disposed in the body and having an evaporation point lower than a melting point of the glass flit. The volatile substance is vaporized at a temperature of 90 to 160 deg.C. The sealing member is disposed on either of a first substrate or a second substrate. The sealing member is preliminarily calcined to vaporize the volatile substance, and the volatile substance is discharged through a pore.
