A scan driver and a display device using the same are provided to reduce a manufacturing cost and power consumption due to static current by using only PMOS transistors. A display device includes a plurality of scan lines(S1~Sn), a plurality of flip-flops, and a plurality of OR gates. Each of the flip-flops outputs a first signal having a first pulse of a low level. A first pulse of a first signal outputted from one flip-flop is shifted as much as a first period from a first pulse of a first signal outputted from another flip-flop. Each of the OR gates receives the first signal and outputs a second signal having a second pulse of a low level.
