PROBLEM TO BE SOLVED: To provide an apparatus that prevents an unauthorized operation of a device such as a data processing unit by a user changed from another user who is authenticated for operating the device. SOLUTION: When the operator of a monitored device is authenticated, a maintenance function is canceled for the monitored device, and then the head of the authenticated operator, including his/her face, is traced on a moving image in which the face of the operator of the monitored device is imaged. If the tracing fails, the maintenance function for the monitored device is enabled. Accordingly, the monitoring apparatus can determine the change of the user immediately when the user has changed.
