PROBLEM TO BE SOLVED: To provide a control apparatus of a mobile information processing apparatus and a mobile information processing apparatus with a photographing function, which are capable of permitting only some of users to use the photographing function of their mobile information processing apparatuses in an inhibited area. SOLUTION: The control apparatus is equipped with a receiving circuit 11 that receives a identification code DC transmitted from a mobile information processing apparatus 20; a deciding circuit 12 that decides whether the utilization of the photographing function of the mobile information processing apparatus 20 is permitted or not, in comparison with the identification code DC with a permission code which is previously set; and a communication circuit 13 that transmits notice signals NC, which inform whether the utilization of the photographing function of the mobile information processing apparatus 20 is permitted or not, to the mobile information processing apparatus 20 on the basis of a decision made by the deciding circuit 12.
