PROBLEM TO BE SOLVED: To provide a low-loss composite optical waveguide that can be efficiently connected by forming a small-refractivity difference optical waveguide which can transmit signals with a low loss and a high-refractivity difference optical waveguide having a small deflection loss on different optical waveguide layers and forming connecting sections on those optical waveguide layers. SOLUTION: The composite optical waveguide is built by stacking multiple optical waveguide layers made of cores and clads on a substrate. The refractivity difference of the core and clad is different for each optical waveguide layer, and connecting sections are formed between the optical waveguide layers including their insides to produce an optical coupling phenomenon.
