PROBLEM TO BE SOLVED: To provide a means for cutting only the first sheet without cutting the lower second and succeeding sheets while utilizing the merit of a cutter knife when the part of a target article is needed to be cut out from newspaper or magazines or the like to be preserved. SOLUTION: By utilizing the cutter knife having more merits than scissors and eliminating disadvantages in using, an easy-to-use cutout cutter is realized. In order not to cut sheets under a target sheet, the function of a fine operation blade feed mechanism 1 capable of setting the "length L of a blade 5 sent out from a cutter knife distal end part blade guard 4" to be the thickness of paper < L (send-out length) < the thickness of the paper×2 or the like is provided.
