The device has a low pressure loading device (18) and a high pressure loading device (28) for fresh air. An inter cooler (30) is attached at a suction side of an internal combustion engine (32), and includes flow channels (40, 66) to regulate performance of the devices (18, 28). The device (18) has a low pressure turbine (50) with two flows (52, 54). A twin valve arrangement (56) is attached to a high pressure turbine (26) of the device (28), where the arrangement has one valve for regulating the performance of the high pressure turbine and another valve for direct admission of the flow (54).
