Based on the heat generation characteristics of the fuel cell 1 and heat radiation characteristics of a radiator 12, temperatures of cooling water when the fuel cell 1 has generated the predicted power generation amount are predicted, and the controller judges the difference between the temperature of the cooling water and the allowable upper limit temperature of the cooling water, and, based on the judgement result, corrects the power generation amount of the fuel cell 1 so that the temperature of the cooling water may not exceed the allowable upper limit temperature.
