PROBLEM TO BE SOLVED: To accurately measure jitters, without being affected by reading errors of minimum period. SOLUTION: The device comprises a detection circuit 57 for detecting mark/space of minimum period and outputting INH signal indicating the section of the minimum period, based on the amplitude and time width of an RF signal, PLL circuits 53 to 56 for inputting INH signal, excluding phase information of the section of the minimum period and extracting clock signal, a slice level output circuit 60 for inputting the INH signal, excluding the amplitude information in the section of the minimum period, averaging and outputting the slice level, and a binarizing circuit which is a binarization circuit 59 that compares the RF signal and the slice level and outputting the binarized signal, and does not binarize the section of the minimum period by inputting the INH signal.
