A shampoo and a hair tonic for preventing alopecia and growing hair are provided to be able to supply nutrition to scalp and hair, and help enhancement of peripheral vascular circulating function and metabolism of the scalp by using an herb medicine concentrate solution obtained from ginger, flowering plant and other herbs through vacuum low pressure technique. The shampoo for preventing alopecia and growing hair is prepared by mixing a concentrate solution and a naturally ripened soap in a weight ratio of 9:1-7:3. The concentrate solution is prepared by extracting an herb medicine mixture obtained by mixing 10kg of ginger, 2kg of flowering plant, 5kg of Biota orientalis leaves, 1kg of ginseng, 0.1-1kg of each Angelica dahurica, Cnidium officinale, Chrysanthemum indicum, Vitex rotundifolia, Eclipta prostrata, Cyperus rotundus, Angelicae Gigantis Radix and Astragalus membranaceus with 60kg of water at a temperature of 70-80 deg.C for 2-3 hours, filtering the herbs from the extract, and then heating the obtained extract at a temperature of 70-80 deg.C for 1-2 hours to obtain 5.5-6kg of the concentrate solution. The naturally ripened soap is prepared by mixing 40kg of olive oil, 13kg of coconut oil, 1kg of grapeseed oil, 3kg of sweet almond oil, 0.5kg of tea-tree oil, 0.5kg of cedarwood, 13kg of KOH, 6kg of sugar, and 13kg of distilled water and then ripening it at room temperature for 12-24 hours.
