PROBLEM TO BE SOLVED: To provide a road cooling/snow melting system which can reduce a rise of a road surface temperature due to asphalt pavement of a road, and can carry out snow melting not based on a currently available heating wire system or a radiating tube embedded in a pavement, but dispensing with pipe arrangement. SOLUTION: The road cooling/snow melting system is implemented by supplying groundwater pumped up from a geothermal fluid production well to a surface layer section formed of an aquifer arranged in a road pavement section, to cool or heat the road. The road pavement section is formed of an introduction port from which fluid is introduced to the surface layer section; a feeding channel for feeding groundwater pumped up from the geothermal fluid production well; a discharging section for discharging the fluid fed to the surface layer section in excess of a predetermined value; and a discharging channel for leading the fluid from the discharging section to an injection well or to a sewer.
