PROBLEM TO BE SOLVED: To provide a ground improvement evaluation device, a ground improvement evaluation method and a ground improvement evaluation program, capable of easily and highly accurately evaluating the improved ground by a construction method for reducing the degree of saturation. SOLUTION: When evaluating the improved ground by the construction method for reducing the degree of saturation for a countermeasure against liquefaction such as a sand compaction pipe construction method, a P wave speed distribution information indicating the distribution of a P wave speed in a ground range being an evaluation object, is acquired by a P wave speed measuring device 30. A personal computer 20 preforms evaluation after an improvement in the ground range so that the P wave speed becomes high for becoming slow on the basis of the distribution of the P wave speed indicated by the acquired P wave speed distribution information.
